The Department requires an experienced Business Analyst Lead to support enterprise-wide transformation initiatives. The role involves developing and implementing business strategies, managing technology adoption, and embedding new ways of working across distributed teams. Strong analytical, communication, and problem-solving skills are essential, along with the ability to work independently in a fast-paced, evolving environment.

JOB DUTIES AND RESPONSIBILITIES
- Take responsibility for understanding client requirements, collecting data, delivering analysis and problem resolution.
- Identify, evaluate and recommend options.
- Collaborate with, and facilitate a wide range of stakeholder groups.
- Seeks to fully address client needs and implements solutions if required.
- Enhance the capabilities and effectiveness of the interventions (as above), by ensuring that proposed solutions are fully understood and appropriately exploited.
- Identify the communications and relationship needs of stakeholder groups and translate communications/stakeholder engagement strategies into specific activities and deliverables (in close liaison with the internal communications team).
- Facilitate open communication and discussion between stakeholders.
- Act as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans.
- Provide informed feedback to assess and promote understanding of the business changes.
- Investigates enterprise data requirements where there is some complexity and ambiguity.
- Plans own data modelling and design activities, selecting appropriate techniques and the correct level of detail for meeting assigned objectives.
- Provides advice and guidance to others using the data structures and associated components.
- Provides advice, guidance and expertise to promote adoption of methods and tools and adherence to policies and standards.
- Evaluates and selects appropriate methods and tools in line with agreed policies and standards.
- Contributes to organisational policies, standards, and guidelines for methods and tools. Implements methods and tools at programme, project and team levels including selection and tailoring in line with agreed standards.
- Manages reviews of the benefits and value of methods and tools. Identifies and recommends improvements.
- Provides definitive and expert advice in their specialist area.
- Actively maintains recognised expert level knowledge in one or more identifiable specialisations.
- Oversees the provision of specialist advice by others.
- Consolidates expertise from multiple sources, including third-party experts, to provide coherent advice to further organisational objectives.
- Supports and promotes the development and sharing of specialist knowledge within the organisation.
- Selects appropriate techniques and tools to develop user stories and elicit user experience requirements in complex situations.
- Identifies and describes the design goals for systems, products, services and devices. Identifies the roles of affected stakeholder groups.
- Resolves potential conflicts between differing user requirements. Specifies measurable criteria for the required usability and accessibility of systems, products, services and devices.
Essential criteria
- Experience working as a BA (Lead) in complex business environments.
- Professional BA qualifications, such as a relevant bachelor's degree in fields like business, IT, or business analytics.
- Expert written and communication skills.
- Visualisation skills and the ability to present complex systems information in clear and digestible formats.
- Strong stakeholder engagement skills to elicit, clarify, and validate business requirements across diverse technical and non-technical groups.
- Analytical and problem-solving skills to evaluate data, identify risks, and propose mitigation strategies during transformation initiatives.
- Australian Citizenship and a TSPV security clearance is essential

- Knowledge of AI and other technology applications in the business environment.
- Design Thinking techniques and experience.
