Purpose of the Role

The Project Manager - Infrastructure Utilities will be responsible for leading and managing the planning, coordination, and execution of utility-related works across a complex, multi-stakeholder defence infrastructure precinct. The role focuses on ensuring the successful integration of utility services-power, water, gas, sewer, ICT, and others-into existing and new precinct assets while supporting broader strategic objectives related to sovereign shipbuilding capability.

Key Responsibilities

  • Manage end-to-end delivery of utility integration projects, from initiation and planning through to commissioning and handover.
  • Develop detailed project plans, scopes, and budgets in alignment with corporate governance and funding models.
  • Coordinate with internal teams, contractors, utility providers, government stakeholders, and defence industry partners to ensure seamless integration.
  • Lead risk identification, assessment, and mitigation processes across utility interfaces.
  • Provide technical and commercial oversight of consultants, designers, and contractors to ensure compliance with Australian standards, Defence requirements, and infrastructure master plans.
  • Precinct wide integration and coordination role for Utilities relocations, Utility augmentation and other Precinct works to be carried out
  • Administer Utilities design and construction contracts, to ensure construction and industry standards are maintained and comply with relevant
  • Support broader precinct planning and infrastructure upgrades related to precinct operations.
  • Prepare and present reports, briefings, and updates to executive leadership, government stakeholders, and project partners.
  • Assist the Project Director in other Utility related works.

Key Selection Criteria

Essential:

  • Tertiary qualifications in Engineering, Project Management, or a related discipline.
  • Minimum 5 years' experience in infrastructure delivery or utilities project management within large-scale construction, defence, or infrastructure environments.
  • Demonstrated experience managing multidisciplinary projects with complex stakeholder environments.
  • Strong understanding of utility design, construction, and commissioning processes.
  • Proven ability to manage budgets, schedules, and contractual obligations.
  • Excellent communication, negotiation, and stakeholder engagement skills.
  • Must hold a current drivers' licence (Class C - car).
  • High level professional knowledge with significant practical experience in major projects, including design, construction and maintenance techniques and practices.
  • Candidates must be eligible to obtain and maintain an Australian Government Security Clearance at the Baseline level or higher. Australian citizenship is a requirement.

Desirable:

  • Experience working within a Defence or government infrastructure context.
  • Understanding of precinct or brownfield redevelopment planning and utility coordination.
  • Project Management certification (e.g., PMP, PRINCE2).
